According to the usual formula, during the cold war Europe was a rampart for America and America guaranteed a protective umbrella for Europe vis-a-vis the Soviet empire. With a view of a better apprehension of the present, there are two questions arising in this respect. On the one hand, it should be determined to what extent the rampart theme was a exclusive (or at least predominant) factor in the presence of the New World on our old continent. On the other, it would not be pointless to specify the price Europe paid (and still continues to pay) in exchange for the American "umbrella".

To put an end to the vicious circle, it would be sufficient to abandon the emotional approach of love-hatred and to replace the relationship between Europe and America on the basis of political realities. By acknowledging the fact that in function of our respective values and interests, our positions can be similar (or at least compatible) on certain issues while divergent on others. Agreeing is not a cause for celebration and disagreeing is not a tragedy.
